Oversees the Laboratory's Quality Improvement program.<br/><br/>Job Responsibilities: Coordinates, manages, and provides oversight of the Point of Care Testing (POCT) programs throughout the Hospital and ensures compliance with the regulatory(CLIA, OSHA) and accrediting (JCAHO, CAP) agencies. Adheres to acceptable standards of professionalism, ethics, and integrity as defined by the hospital and regulatory organizations. Works closely and maintains open communication with lab supervisors, clinical managers, office managers, physicians, hospital administrators, and other staff members who are involved with POCT. Fosters trust and meaningful dialogue between nursing and the laboratory. Acts as a consultant for POCT issues. Maintains active communication with all POCT users to serve as a resource for troubleshooting patient specimen, quality control, and instrumentation concerns. Seeks input and recommendations on ways to improve the system. Demonstrates personal competency and maintains professional growth by participating in educational programs, seminars, and in-services. Promotes and implements standardization of laboratory services at all sites throughout the Hospital. Recommends and implements changes to improve efficiency, quality and customer satisfaction. Prepares service providers for accreditation inspections through on-going support, monitoring, mock inspections, written reports, and documentation of corrective action plans. Ensures that good laboratory practice is maintained including Quality Control, Proficiency Testing, Quality Assurance, Performance Improvement, and Competency Testing. Creates procedures in NCCLS format for all tests accepted for use by the facility, and reviews and revises established procedures yearly. Creates, revises, and maintains all forms used in POCT. Reviews Quality Control data and advises Nursing on remedial action to be taken, as indicated. Ensures the proficiency testing is performed and reviewed consistently as required. Interacts with physicians, nurses, caregivers, and laboratory staff to ensure proper collection and handling of all point of care specimens. Demonstrates knowledge of all equipment and systems as needed. Ensures that all new equipment is evaluated as needed prior to being placed in service, and that all service contracts are arranged with the appropriate clinical managers, and encourages preventive maintenance programs for all instruments. Ensures that correlations between POCT and the gold standard (lab) are performed every six months as required. Ensures that all equipment maintenance records are maintained and available at each site. Works with the LIS and HIS coordinators to ensure that POCT testing being entered and reported correctly, and utilized in a way that is efficient and secure. Maintains POCT staff database as required for online POCT. Ensures that laboratory records are maintained as requires by the accrediting agencies. Reviews and evaluates patient results as needed. Ensures patient privacy and confidentiality is maintained in accordance with the HIPPA standards. Works to include POCT in laboratory and Hospital QI programs. Reviews all procedures, policies, environment, and situations for possible risk situations, and revises them to lessen risk. Reinforces the importance of reporting near misses to risk management. Complies with policies on safety, hazardous materials, and standard precautions. Supports inventory and supply control, and monitors lot numbers for statistical purposes. Meets with sales and customer service reps as needed. Oversees initial training of new personnel, and yearly competency of staff, in conjunction with the Office of Learning & Performance Development. Provides in-services on an as needed basis on topics to include laboratory medicine, quality control, corrective action procedures, laboratory mathematics, regulatory/accrediting updates, etc. Sits on the POC Committee, and prepares reports for the meeting as needed. Actively engages in decision-making of the committee in regard to existing and new programs and testing materials. Works with the POCT Committee to perform yearly evaluations of existing POCT programs for need, and revises programs on a per unit basis as recommended by the POC Committee or clinical managers. Monitors POCT use for over and unapproved usage. Sits on other committees as requested by Laboratory Management and POCT committee. Works independently and maintains a schedule that is conducive to the workload presented. Supports departmental and hospital customer and employee satisfaction policies. Oversees the QI program fro the Laboratory. Monitors activities within lab for possible QI activity. Submits ideas for improvement to the supervisors and the Administrative Director. Incorporates the activity of POCT into the QI plan. Actively works on QI projects as discovered. Reports QI data to administration as needed. Reviews the program on an annual basis. Other Duties as assigned.<br/><br/>Education: Must possess at least a Bachelor of Science Degree in Health sciences, or equivalent.<br/><br/>Experience: 5 years minimum, with emphasis on laboratory generalist experience, 3 years minimum management experience preferred, 2 years POC experience recommended.<br/><br/>Licensure/Certification/Registration: Must have MT certification through one of the nationally recognized certifying agencies (i.e. ASCP, AMT, NCA).<br/><br/>Physical Requirements: Light lifting and carrying under 15 lbs. Use of fingers and both hands required. Walking (2 hrs.), Standing (2 hrs.), and Bending (1 hrs.). Ability for rapid mental and muscular coordination simultaneously. Near vision at 13 to 16 inches to Jaeger 1 to 4. Far vision correctable to 20/20 in one eye, and 20/40 in the other. Not colorblind preferred. Must have depth perception. Must be able to distinguish colors. Must be able to distinguish shades of color. Hearing: aid permitted. Must work in close proximity with others.
