Summary:
This position is responsible to plan, coordinate, execute, and control the payroll workflow through recommending and implementing corporate policies and procedures. Develops, refines, and monitors all payroll activities and system interfaces to the ERP. Strives for administrative efficiency in order to serve the needs of CCAD employees. Responsible for all payroll-reporting requirements (internal and external), remittances, as well as banking interactions related to executing payroll. Responsible for validation of data interface of time and attendance system to the payroll module.
* Manage and guarantee timely disbursement of payroll for approx. 3,000 employees, including fringe benefits and UAE pension, consistent with UAE laws and regulations
* Ensures compliance with payroll labor laws and other payroll related regulations
* Oversees and coordinates the payroll functions to ensure that appropriate internal controls have been established and are being adhered to
* Ensures the payroll processing of new hires, temporary workers, transfers, promotions and terminations are accurate and timely
* Partners with HR Department to ensure systems are set-up and updated to accurately reflect current employee base, including wages, fringe benefits, sick and vacation time in line with contracts
* Directs and manage activities of Payroll Dept. staff, covering all aspects of management from recruitment to performance evaluation and career development
* Determines monthly and year end payroll accruals (relating to vacation, leave ticket, govt. mandated deduction for UAE national, etc.)
* Prepares and manages payroll budget and analyze variances
* Apprises Financial Controller on the status of payroll issues and progress
* Maintains contacts with external resources and organizations (e.g., auditors, banks, government groups and law firms) to resolve problems, prepare and submit reports, and to develop programs that affect CCAD and its employees with regards to payroll-related issues
* Critically review and analyze current payroll, fringe benefits and other related policies and procedures on a continuing basis in order to develop, recommend, implement and communicate changes leading to best-practice operations
* Acts as a resource to other departments/individuals in the interpretation of payroll policies and procedures
* Manage regular preparation of relevant managerial-level reports, including weekly, monthly, quarterly and year-end reports (gross payroll, time and attendance, vacation accrual, pension deductions, benefit deductions, etc.)
* Provides overall direction, from a systems perspective, for the interface of the Payroll Department into the General Ledger HRIS and any Human Resources program that affects CCAD employees (e.g., Pay for Performance, Paid Time Off, Time and Attendance, Direct Deposit)
* Minimum of seven (7) years of experience in a Payroll Manager role is required or equivalent practical experience in a similar-sized organization
* 3+ years of experience with managing and leading staff to excellent performance
* Understanding of payroll deductions, salary expenses, electronic transfer, wages and hour laws as they relate to payroll, bank accounts, time and attendance, and other associated system
* Ability to work independently and as part of a cross-functional team
* Ability to manage time and priorities effectively to meet deadlines
* Strong attention to detail and commitment to producing accurate and high-quality work
* Strong oral and written communication skills
* Ability to speak and write in English is required
* Ability to speak and write in Arabic is preferred
* Experience in Health Care environment desirable
* Bachelor's degree in Business Administration, Accounting, Finance or related area; MBA degree a plus
* Typical physical demands include: a high degree of manual dexterity to sufficiently perform computer functions on a keyboard, produce materials on a PC and operate basic office equipment, normal or corrected vision and hearing, extensive sitting, mobility sufficient to visit with departments or employees throughout CCAD and lift up to 30 lbs.
